Job Description
• Design job announcements for hiring manager, department managers, and make sure it’s well written and knockout layout; • Upload and send job ads to both local and international advertising websites, agencies, and other NGOs; and update as needed; • Coordinate candidate responses to advertisements – collate, screen and shortlist responses for presentation to the recruiting manager; • Participate as a member of the interview panel and coordinate where participation is not required; • Prepare employment contracts/amendment, suspension, transfer contract for successful candidates and another written paperwork agreement where needed; • Coordinating all kinds of recruitment (i.e full time, part time, volunteer and internship); sending correspondence incoming and outgoing emails (i.e application follow up emails, job/volunteer/internship opportunities); • Monitoring the Company’s salary structure and benefits provision to ensure a balance between controls of costs and attracting and retaining staff. • Answer to enquiries raised by managers and individual staff members on the interpretation and application of Pachem HR compensation/benefits policies. • Actively identify opportunities to improve, update and clarify Pachem’s HR policies. Make recommendations to Chief of HR & Admin in response to Pachem’s needs and employee concerns. • Obtain HR policies from other similar organizations in Cambodia for comparison in order to ensure the consistency and appropriateness compared to Pachem’s compensation policies. • Conduct salary survey and benefit survey and present the findings to Chief of HR & Admin to seek final approval from CEO and possibly the Board. • Perform compensation and benefit review at least once a year during performance appraisal time, which is related to annual salary increase. • Make sure that staff compensation and benefits are in line with Pachem Compensation Philosophy and competitive with Cambodian labour market, transparent and accurate administration, and in a timely manner. • Establish leave controlling system and ensure the proper filing of leave records. • Liaise with banks and coordinate to open bank accounts for each Pachem Employee for their salary and related benefits. • Keep all employees dependent records ensure its accuracy and update; and coordinate this issue with finance department as needed. • Administer all changes to individual staff contracts (eg: changes to salary, changes to working hours, extension or termination of contracts, promotion or change of role, completion of probation period, letter of termination...etc); • Ensure that appropriate approvals have been given for these changes and then produce confirmation letters or other paperwork needed for processing the change; • Participate to establish Job grading scale and review it if needed; • Ensure that the administration and record keeping for all HR transactions is clear, efficient and accurate; • Create and maintain HR files (both hard and soft copy) for every Pachem employee – ensure that relevant documents are filed and are available when required; • Maintain and update the staff database; • Translate HR documents and correspondence between English and Khmer as necessary; • Provide copies of relevant documents to accounting and other departments; • Assist Chief of HR & Admin to develop HR policies; • Provide advice and education to managers and individual staff members on the interpretation and application of Pachem HR policies; • Suggest improvement, update and clarify Pachem’s HR policies when necessary |
Job Requirement
• At least 2 years of experience in HR field • Bachelor degree on Business Administration (Major of HR is advantage) • Good in English and Computer Skill • Commitment to Pachem’s values and mission. • Good communication and Problem Solving • Good interpersonal skills, adaptability and flexibility • Ability to learn new skills, assertive confident person, Team work. |
