Job Description

 Managing, planning, organising, and controlling the activities of the human resources department. 
Direct staff in all areas of organisational structure, recruitment, compensation, employee database maintenance, payroll, benefits administration, employee relations, performance management, health and safety, training and development, and company policy/procedure development. and actions of the HR department
Contributing to the development of the human resources department goals, objectives and systems
Developing and revising job descriptions and recommending personnel policies and procedures
Maintaining and revising the company's handbook on policies and procedures
Developing, analysing, and updating the company's salary budget and evaluation program, including annual salary surveys
Coordinate and conduct recruitment, interviews, selection of staff and reference checks, ensuring timely appointment of quality candidates for all vacancies.
Conducts orientation and on-boarding program to all new employees 
Conduct ongoing staff training, development and performance evaluations, maintaining workplace privacy.
Coordinate with administration and management regarding applications, contracts, sick leave, annual leave, staff attendance and payroll management (preparation and payment)
Implement and maintain all company policies, rules and regulations ensuring compliance with all applicable employment laws, statutes and maintain good relationships with local authorities.
Maintain the company’s employment procedures by developing and updating job requirements and job descriptions for all positions, with assistance from relevant managers.
Implement and maintain management guidelines by preparing, updating, and recommending human resource policies and procedures. 
Negotiating salaries, contracts, working conditions or redundancy packages with staff and representatives.
Preparing or updating employment records related to employment, transfer, promotion and termination including setup of finger-print system and HR report template
Nurture a positive working environment including management and employee relations by addressing and resolving employee grievances and/or conflicts through positive and professional mediation. 
Carry out such other duties and responsibilities as are consistent with the role.

Job Requirement

 Bachelor’s Degree in Human Resources, or related fields
Minimum 2yrs HR or equivalent management level experience 
High level communication, interpersonal skills & discipline with staff, relevant stakeholders and guests
High level written & verbal communication in both English & Khmer script 
Proficient computer skills (Microsoft Office, Internet, Email)
Knowledge of HR functions (wages, benefits, recruitment, training & development, disciplinary procedures & Cambodian labour laws)
Excellent attention to detail with the ability to work well under pressure, multitask, prioritize, and manage time effectively
Must be flexible working at night, weekends, & public holidays.
