Job Description

 (i). OVERALL PURPOSE OF THE ROLE: 
HR business partners are HR professionals who work closely with an organization’s senior leaders in order to develop an HR agenda that closely supports the overall aims of the organization by acting as single of contact for internal clients. This role is focused on challenging HR goals, project management, HR project and initiatives, change management project, succession plans, cross-functional development management, and HR process in a full compliance with legal and regulatory framework. 
(ii). INTERNAL/EXTERNAL INTERACTION : 
+ INTERNAL
- Reports to the General Manager-HR.
- Acts as single point of contact for employees in all 
division division. 
- Works closely with employees in tough situations as 
independent advisor
- Provides immediate feedback on all HR processes, 
procedure, and initiatives 
- Acts as project manager of all division for cross- 
functional change management project 
- Helps to internal clients find the best solution 
without Human Resources
+ EXTERNAL
- Build RMA’s image with local community, customers, 
and talents through HR CSR
- Keep HR process in a full compliance with the legal 
and regulatory, both internal and external framework 
- Develop and maintain relationships with stakeholder 
such as local authority, ministry inspector,Government officer, and private sectors
(iii). FUNCTIONAL RESPONSIBILITIES ON HUMAN RESOURCE : 
- To be Strategic partner by working with line managers 
to institute and manage a process that creates an 
organization to meet the business requirement 
- HRBP is a single point of contact for internal clients 
and keeps track of all requests and open items on the agenda
- Help to set the goals and objectives of Human 
Resources to reflect the real needs of the company
- Managing the end-to-end recruitment process
- Performance management project
- Succession and talent planning project or talent 
spotting 
- Employee engagement survey implementation & follow up/build an engaged workforce 
- HRBP knows employees of the internal client and can 
find the right development programs for them and can 
move them internally to new positions
- Advisor towards functional leaders
- Add the entire HR Value Chain into the RMA business 
- Translate organizational commercial objective into HR 
initiatives 
- HRBP leads HR processes for the internal clients as 
all employees are hired, performance management is 
smoothly running, succession plans developed and the 
top talents are identified
- HRBP proactively collects requirements and identifies 
issues. HRBP designs a plan with the internal client 
and asks for the help from HR CoE 
- HRBP combines existing HR solutions and requests 
adjustments from HR Centers of Expertise 
- HRBP leads projects for the internal client and 
involves employees from HR CoE to ensure that the 
solution is universal for the entire company
- HRBP has a decision making power, which is delegated 
from the HR Management Team 
(iv). SALES/MARKETING: 
- Help build RMA image in community, with customers and 
with other candidates through CSR program and external PR
(V).TECHNICAL RESPONSIBILITIES:
- Possesses a thorough understanding of all HR function
- Be the Mentor and/or independence advisor toward 
division and employee 
- HRBP represents HR at the internal clients, works with 
them, sells solutions of HR and brings requirements back
(Vi). FINANCIAL RESPONSIBILITIES ON TRAVEL REQUIREMENTS: 
- This position is based in head office. At times the 
position is scheduled to work in divisions 
 

Job Requirement

 - Educated to bachelor degree level in Human Resources Management/ law or similar.
- A minimum of 5 years of human resource management experience. 
- Extensive knowledge of HR process, Cambodia labor law, policy and implementation. 
- Be sensitive on problem solving in term of Cambodian labor law.
- Possess a very strong business acumen 
- Highest level of business ethics. 
- Excellent English (written and spoken)
- Fully conversant with Microsoft suite of products and fully computer literate. 
- Experience working for/with Multinational company . 
- Be sensitive on problem solving in term of labor law.
